Have you tried to: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335

My point is that games are the same for all of us...the problem must be there somewhere if it doesn't run...you really have to play it is an amazing game! Try the above...

ive restarted it and re-opened using admin still doesnt wanna launch seems like it wants to but instantly stops..

Sometimes Steam can get very screwed up and you may need to do a reinstall of the program to get certain games to work. The easiest way to do that is to delete the contents of your Steam install folder except for the 'Steamapps' folder and the Steam exe itself. Then when you open the Steam exe it should automatically download the missing components, and hopefully that will fix your problem. The drawback of doing that is you may lose some of your customized settings on Steam when you do this.

well i uninstalled steam per your instructions still the same issue kinda stupid i was excited to play this...good thing it was 80% off

well i highly doubt it since i have dozens of other games that run no problem(some even reallly old) and they run no problem on ultra settings.thnx for your input tho.......

At this point, I would guess that something got horribly screwed up with the Witcher 2 installation process. What I would do first is maybe copy the Witcher 2 folder elsewhere, then tell Steam to delete the game content and uninstall the game, then copy the Witcher 2 folder back and have Steam check the game cache again and see if it will install the game properly this time. If that fails, you may need to delete the game again, and delete some registry entries and try to reinstall it through Steam. If you do need to edit the Registry, be very careful, and be sure to back it up, because messing up the Registry can screw up your Windows installation if you aren't careful. Use the 'Find' function in regedit and try to find the keys that apply to Witcher 2 and delete those.
