[SOLVED] The Witcher 3 broken or something more?

i'm not sure i've choose the right tags; and sorry for my english.

i'll start with saying that i'm quite new to computer building, i've recently made my frist one all by myself (using pcpartpicker ofc) [part list at the end] and since the one i had before was around 15 years old, i immediatly wanted to try all the games i couldn't with my old build; which bring us to the problem i'm having with the witcher 3: the game looks somehow broke "the horse will randomly disappear while i'm riding it", "my character will start swimming in the air in random occasions" and what worry me the most "random black and wite screen, like the one on an old tv, will randomly appear for a fraction of a second around every 20 minutes (it can very much depend, it can appear as soon as every less 5 minutes, or as long as every hour or so; without a precise pattern to it that is); these screens will take all/half the screen for that splitsecond, and surely had me worry for my gpu.
other than these actions which happen every other time i play, i have also experienced: "mobs completly froze in place, expecially when they spawn from render-range", "object rendering range quite lower than what i think it should be" and other things which lead me to think the game is just broke, like npcs standing in place for several seconds doing nothing before they start to go through their normal loops, after entering some kind of menu, like trading; or that i always have to wait in place up to 1 and half a second before i can interact with things (i mean the actiong of interacting the games offer when you get close to something and "use x button to interact" appear; not lag itself, i've not seen my framerate but it looks decent to the eye and have no input lag; even tho the commands are pretty unresponsive, but that might be the game itself).
since the requirement for the game were easly matched by my build i play at medium (on all) graphics, even tho i've noticed a few of those problems when i had everything set to low aswell.
i actually have no other similiar game to compare it atm, all others are online low graphics games or management games (which all run without a problem with good[to me] fps; and i'm talking numbers this time)
in general i've the feeling that sometimes the ai (or w/e is suppose to run any mob) is not working as it should (fights look pretty fine to me tho, it's more about those mobs movements when they are not in combact, it reminds me of skyrim's ai but worse if possible, only those times the game decide to do that tho, the rest of the time they look fine)
also i don't know if this can ever change something, but i've installed the game on an hard disk different from the ssd my os is located in, cheap one too.
I've Already tried to connect the "gpu's power spine on the motherboard aswell as the one on the gpu itself"(can't really remember the name of that one)
and installed the latest version of my gpu's driver.

can someone from these infos have a clue on what might be the problem? have i just miscompared my build and the game's requirements, is it simply an hard disk problem, there is a chance of it being just corrupted files/bad installation of the witcher; or i seriusly have to worry about my power supply efficency and most importantly about my my gpu/cpu safety?
at least to know where to look at, if it's the hardware or the game.

Cpu: Intel core I5-8400 (6 x 2.80GHz each)
cooler: cryorig h7
motherboard: MSI - B360 GAMING PLUS ATX LGA1151
ram: 2x Corsair Vengeance LPX 8gb 3000mhz (total of 16gb)
storage: 1) Samsung MZ-76E500B SSD 860 evo, 500Gb, 6Gb/s (where the os is)
2) Western Digital WD3200AAJB Caviar SE HardDisk 320Gb (where the witcher 3 is)
Gpu: MSI GeForce GTX 1070 Ti GAMING 8G 1683 MHz
case: Fractal Design FD-CA-FOCUS-BK-W Case
power supply: Seasonic Focus+ Alimentatore Atx da 650W (gold)
operating system: windows 10 pro(x64)

Yeah the witcher 3 has quite a few problems you can have a look at the cdprojects forum where people have collected every fix and tweak there is.

Highlights:
2. Fix freezing on dual-core CPUs (use battle encoder shirase to limit the game to 99-97% usage) I don't care that you have 6 cores it's a problem with the game,you have problems with the engine freezing,this will help.
14. Increase the LOD and fix pop-in issues

thanks alot for the ansawer i'm going to try it soon and let you know; i think the nvidia settings might be it.
even tho i've never had freezing screens; the screen get obstructed with that black and white screen for those few seconds, but it doesen't stop my actions in-game; and when i was talking about freezing mobs, i meant that they would have no animation nor accomplish any action, they just stand there without any instruction to follow reaching them. but the game itself keep going. the cpu freezing solution regarded this or i don't need that one?
 

I would say try it,on dual cores the games freezes completely on more cores it can happen that only parts freeze,it's the same for forza or for gta V,on the forza horizon 4 demo this happened to me, the game would keep playing but the enemy cars would get stuck frozen in place.
