The Witcher 3 Low gpu usage below 50%

Hello so my problem is with many games even when I turned everything on low on The Witcher 3 it increased the fps but not the gpu usage still below 50% I dont know what to do I read many threats to for example in nvidia control put Maximum Performance and these things... still not enjoyable for example Battlefield 4, Metro 2033 or Crysis 3 all of them runs on 100% gpu as they should I have even tried the single gpu still low usage same as on both.. 🙁 Can someone please help??? Its irritating me! Thanks in advance
