My RAM usage is 50% and i have 8GB of RAM, when i go in task manager to "Users" and in the Memory it says only 1300MB of RAM is being used, I don't understand how could this happen, r u sure that all of my rams are being used correctly? this is really strange, because it must be at most
15% usage. i use my pc for gaming, the system says i have 8GB of RAM.I want to solve this problem because i think it effects my games serious effect. Google Chrome eats the most memory usage at most 500-1000MB With "Discord"
superfetch for now is taking 70MB
my usage: http://prntscr.com/ipo1b3

Windows 10
GTX 1050 Ti Asus
Intel i3-4160
Samsung 2x4GB
HDD 1TB Blue

The point is, when you are not using all RAM, Windows may use for whatever background processes it needs - that's why you can see high RAM usage even if you are not running many programs. But, once you open more programs that need more RAM, Windows will suspend whatever it does and give you back the RAM it uses. It is not like 'it uses 50% now so if I open one more program I'll run out of RAM' - you only run out of RAM if programs you open need more then you have. As an example, my system often uses 7 Gb with only Firefox open, because I have 16 Gb so system knows it can use more RAM and it does so. It's like driving faster then you need just because you have fast car.
You aren't the only user (you may be only human one though) on your PC, windows 10 has users like System and Trustedinstaller that are necessary for the PC to operate, What the Users tab shows is just all the files tied to your user client. Not everything needed to run PC

also, what windows sees as memory isn't just ram, it includes page file as well.

How much ram showing as used on the performance/memory tab?

You can open the resource monitor and look on the memory tab there (open it via link in task manager/performance tab)
Private = ram actually being used that cannot be shared with another process
working set = amount of ram being used by the process
Shareable = amount of ram that can be shared with other processes
commit = amount of page file used

Win 10 uses ram differently to previous versions of windows, when you close any program it will compress the data into ram instead of dumping it to page file right away. This means if you reopen program again, its super fast to load as its way faster to decompress it in ram than to load of storage. If you load something that needs more space than is currently free, PC will dump the compressed data into storage and give you all your space. This shouldn't slow you down, its designed to do the opposite

what motherboard do you have? It might be a driver leak.

i have a Dell 040DDP motherboard.
so u r saying i can't do anything to solve this, because its not even a problem
i just have to increase my RAM to 16GB?

Your 4.4gb used is virtually the same as I get with discord and chrome open. I am using 24% of memory just with a few things running, if you double that its close to your usage (I have 16gb so need to double my percentage used to equal yours percentage)

compare this to your screenshot, your usage isn't that high

Only way to improve is buy more ram but if you don't use that much, its a waste of money. Most I ever used is 11gb and that was Civ 5. I don't play many games though.
