Question Thermal pads too short for VRMs ?

I have a R9 390 and I changed thermal pads for the first time, and they were kinda short so they aren't covering the whole VRM chip. I bought the already cut ones so I couldn't take a measure and cut it myself. However, I changed the thermal paste along with the thermal pads, and the gpu temperature dropped from 95C in-game to like 75C-80C max.
The question is, does it even matter if the whole chip isn't covered?

that is vram (memory), you should probably cover it fully, otherwise it can overheat and youll get artifacts on screen, vram damage is also possible
