Thermal paste cleaning

I want to remove my thermal paste because I want to change my cpu fan, but I’m to cheap to buy 99% alcohol.
Can I use slightly wet toilet paper to clean it off?

You don't have rubbing alcohol around you in a medical safety kit? You might even find it in some hand sanitizers. You don't have access to nail polish remover?

Slightly wet toilet paper wont get anything off, instead will cause it to crumble/spill over to other areas.

Use a coffee filter to clean it off.

Absolutely avoid wet toilet paper, or water on anything. Nothing to be gained saving a bit of money while risking your valuable kit.

Wet q-tip would work but make sure everything is completely dry out.
I'm sure everyone has hand sanitzer.
