To buy the paste or to have someone else do it? If someone else do it, there is no real way to know how much you will be chargedI. i
t's maybe a 30 minute job, they may need to take the motherboard off to undo the heatsink which takes some time. Contact your stores and ask them, we have no way of knowing. I would probably charge $30 to do it. It's not just the total time it takes, people pay for the experience as well to get it done properly and you need to pretty much take the whole system apart to do it, unless the case is very easy to work with.

To just buy a tube of thermal paste is about $5.

Some stores are upto $90 to $100 bench fee, just for the first hour, or any part thereof. If going through a store for the procedure, get pricing in advance.

The quality of thermal paste differs, but not so much that it is an important consideration.
Perhaps $5-7 in the US.
What is the cpu and cooler you are working with?

Here is some advice:

1. Run the cpu a bit to warm it up before you start. That softens the old paste so the cooler is easy to remove.
2. Do not remove the cpu from the socket.
3. Clean off the old paste with alcohol. The more pure like 92% the better.
4. Use something lint free for the job. I use paper coffee filters.
5. Do not use too much paste which is bad. A small rice sized drop in the middle will spread under heat and pressure.
