thermal paste question

so my cpu cooler that came with my i7 4790k HAS thermal paste already applied on it, and so do i STILL have to apply thermal paste??

The preapplied stuff is fine. You do not have to do anything extra.

Preapplied is good to go, you only need to put on your own paste if you remove the stock paste, or remove the cooler.
