This article will resume the problem i face:

Can anyone help me with this. Since i have already turned off my PC, it seems i would have to proceed to the step 2: Reboot the PC and repeatedly press F8 to reach the Advanced Startup Options menu....etc But there is no option:Repair the computer.

And what does this mean exactly: "Boot to external media of some sort (NOT your Windows installation) and navigate to the %SYSTEMROOT%\system32\config folder."
Do i have to install a program in order to navigate to the folder?

can anyone help?

Presume that means boot the machine from a USB device/disk containing a live Ubuntu install, from which you could then manipulate the Windows files as advised. This should help

Sounds like a plan!! It's not so easy for someone who never used Ubuntu….but looking forward to the challenge
 
Since this post came up first when I researched this problem I want to let you know of my lucky solution.
I got a system that has WIN7 home premium with this same problem.
My first attempt 123 did not work but miraculously my 2nd attempt did.
I just typed 1234 clicked OK and it let me in.
Please let me know if this may work for anyone else.
