This pc should be able to run csgo but it doesnt get more than 50 fps

alright so this is a rig that i am building for a friend all the parts are parts i have found or acquired over the years.

cpu: q6700 @ 2.66 ghz
ram: 2x 2gb 800mz ddr2 ram
Psu: allieo 400w
gpu: radeon hd7750 1gb ddr5
mobo: couldnt tell you some powerspec ameritrade bs idk but does it really matter if it does tell me
hdd: Ide hard drive 80gb samsung it doesnt say the rpm but lets assume 5400 cause thats the worst it could be

so in theory this system should run csgo above 60 fps at the lowest settings but it just doesnt it has a new install of win 7 64bit which may be the problem because it using more ram than it should and maybe the ram is the bottleneck but help would be appreciated and if you need anymore info like screenshots ingame of msi overlay showing usages or just anything let me know. thanks!
 
Solution
That would put us back to this from my 2 above post. If you run out of memory it will still play but just using the hard drive.
Windows is probably using 2GB of the memory
80GB hard drive with just updated windows, a couple of programs, and the game could have the drive to full to function good


 
I've also tried another hard drive to no avail I really think it's the ram to be honest and yes Windows is using about 2 gb so that's one reason but like I said the CPUs is fine I've seen people use it and get way more fps in cs and I used to used the 7750 back in the day and I don't know what your talking abut wasn't good in its time it used to be a top notch card it has more then enough power to play cs
