According to a graph I saw on Micron's website (I think they own and make Corsair memory modules), there will be an 80% premium on DDR3, which will drop down to 20% in a year's time. Doing the math the first set will be ~$295.80, and the second set will be ~$248.40. A year after that, the prices should be ~$246.50, and ~$207.00, respectively.
On the matter of latencies, I can't speak on that.
