To the original question though - there's about a 1.5% difference in clock speed - performance will be virtually the same

Yeah the 1080 is substantially better than the 1070.

That 1070ti is still a good buy though if budget is tight .

I think id only pay the $80 extra over that if you're running 1440p+ 144htz & paired with a very good vpu.
