Just don’t run ThrottleStop, it has to be running to apply settings. All settings should reset when not running. You can test this by monitoring values using HWMonitor.

When you want to remove a program that was installed you use the OS uninstall program in the control panel.

Deleting the files from your computer does not remove registry entries created by the software installation.

Control Panel -> Applications -> Applications and functionalities -> Uninstall from there.

ThrottleStop is a self contained program. It does not write anything to the registry. When you do not want to use ThrottleStop anymore, delete the ThrottleStop folder and shut down your computer. This will reset the CPU to its default values.

Well that's fine then. Like you said if it's a self contained program everything is in that folder. I did not know that program was like that. Thanks for the info :)

Can't believe all the wrong answers to this. The proper answer was:
Open Task Scheduler, disable or delete Throttlestop Task.
Also you can make sure you go to
C:\Users\All Users\Microsoft\Windows\Start Menu\Programs\StartUp
...and delete Throttlestop.lnk if you have it
