Question Throttlestop PL2 Limit on Core and Ring

I recently installed ThrottleStop and it shows that I have a PL2 Limit on the Core and Ring sections, and I noticed that the cpu is stuck at the base 3.4ghz under heavy load. I don't think it's a temperature problem because when I'm playing it never reaches 60/65C I have a Lenovo ideacentre Y700 With a i7 6700, gtx 1070, 16gb ram, ssd and 1th hdd. How can I fix this?

3.4 is the based. cpu will turbo for a short period of time
