Probably not. Server and Workstation boards seldom have any.

However, the manual is available for download from Tyan's site so
you can look this up there.

Yes it can. This board is about to become very famous. Read the entire
OC thread here http://forums.2cpu.com/showthread.php?s=&threadid=61464

Early results coming in already from the lucky few who got sample
boards. Mass distribution was delayed two weeks to tweak the board to
become fully compatible with nTune. TYAN K8WE now looks like the most
over-clockable dual CPU board yet. 25% may be possible.

Just downloaded the manual pdf. Plenty of room around those cpu
sockets! Nice to see should have no heatsink/fan problems. The VRM
inductors (for what looks to be vrm2 anyway) appear well placed too --
looks like are in the path of front intake air as it flows out the rear
exhaust.
