After upgrading my BIOS to 1.02 (tried 1.03, too), the BIOS now
recognizes USB HDDs to boot from. The problem is, after the first
reboot of XP being installed on the USB hard drive, the setup program
gives a blue screen with Stop 7B error. This is after the first reboot
on XP installation after copying the files from the CD to the HDD. Is
it b/c XP doesn't recognize the USB ports on first boot? Is there a
3rd party driver I need to install for the USB ports?

You have made the correct setting in BIOS Setup?
Installed OS: Win2000/XP <--

If this doesn't help; install Windows NT 4.0 SP6a, this works perfekt ;-)
