'tight' timings and amount of RAM

I've read the RAM FAQ but it kinda made me nauseous...

PC's gonna be an all-arounder with a bit of gaming. Not really that serious into overclocking but would if the need arises. Budget constraints are there as well so I can't afford anything except kingstons or transcends, except if the answer is yes to question 2.

1. how exactly can you tell if you stick of RAM has tight timings? lower numbers of higher numbers? I know that I should try and get something with low voltage...

2. would getting 2 GBs of, let's say, transcend axeram be better than 4GBs of regular kingston dual channels? (can't seem to find the "timings') on their website/s

well this isn't so much as a gaming PC as a general purpose PC, with a bit of gaming.

what about 2GBs of other brands as opposed to 4GBs of Kingstons.
What about Transcends? Or the brand I posted a pic of?
