Time for an Upgrade or New Build?

Hey, I have recently been having like sever computer lag, Tixati "my torrent application" wont even load anymore. Could my PC be getting old and breaking or could my internet/router be terrible and causing my problems? Are there any decent freeware programs that would run diagnostics on my hardware?
This is my current build. The GFX cards and HDDs were purchased in december of this past year. Any advice or direction is greatly appreciated!

more likely to be router/internet problem or a software problem--maybe even your firewall/antivirus program
