Building a gaming/streaming rig for $700, appreciate if you got any suggestions.
Memory, storage and case is not needed since i already have that.

Forgot about mention what games he were playing, he dosent really need that good GPU as gtx 980 or a AMD card which is better than 970, he mostly play small games which dosent require much gpu power.

But might adjust the build at friday-monday because of black friday and cybermonday.

Ah ok. If they are not very demanding games, then that build is perfect!

Ye the thing im a little bit unsure about is the PSU, dont have much knowledge about the CM VSM model, been thinking of the XFS TS 520W, but not sure if the 520W will be enough since he will adding peripheral aswell.

I guess 520W is enough but not sure.

The XFX PSUs are very good, but I've just checked the CM VS Modular, and it's within Tier 2 on the PSU guide here: http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

This is what Tier 2 is decribed as:

Tier Two
"As above (Tier 1), just slightly lower quality. Still safe to use and are all stable for any PC of today's standards, including Haswell C Stepping certification. Recommended for those on a fairly limited budget."

So I would not change your PSU, as Tier 2 units are perfectly good, and the 650w will ensure that you still have enough wattage if you decided to go for a more powerful CPU or GPU in the future (an upgrade).

Hope this helped :)
