Question Tips for upgrading this build

Hello,

my friend asked me if I could upgrade his rig.

CPU: i7-9700F
Cooler: Stock I think
Motherboard: H310M PRO-M2 PLUS
RAM: 16GB 2133 MHz
GPU: RTX 2070
Storage: WD SSD Blue 3D NAND, 2,5" - 500GB
Seagate Desktop HDD - 2TB
PSU: Not sure but If needed I would upgrade it myself
OS: Win 10 64-bit
Edit: 1440p monitor

He mainly plays indie games and League of Legends but he does sometimes play more demanding titles. Lately he began to have FPS spikes even in League and we found out that the CPU is on 100C while under load. I offered him that we could try to repaste the CPU but while we talked about that he also told me that when editing videos the program often starts to freeze after some time and becomes a powerpoint presentation and he would like to fix that as well (This was happening way before we discovered the thermal throttling or his games started to spike).

He told me that he wants to upgrade but only if it means fixing the issues and that he doesn't need to upgrade meaninlessly. He gave me a budget of rougly $1000 which is obviously a huge overkill and he would prefer to use as less budget as possible while fixing the issues.

I am in no means an expert, just someone that likes computers and tries to help. That is why I'm asking here what would you recommend we upgrade in order for him to have smoother experience?

I'm pretty much decided that the 2070 does not need upgrading since the next best thing would be probably 6700XT which is around $430 in my country and in my opinion not worth it. But with that in mind I'm kinda lost with the CPU.
I was thinking of upgrading the CPU to something like Ryzen 5 7600 or i5 13400F (which should be better for editing?).
With the CPU I would obviously upgrade the motherboard and we were also talking about adding an additional SSD.
The last thing I was thinking was upgrading to 32GB of DDR5 RAM.

Tried my best! The things I do not know I just did not include. Since the important thing is the CPU.
 
Sounds to me the ‘freezing’ is from the CPU thermal throttling. I’d start with just replacing the CPU cooler and going from there.

Adding RAM would be my next step.

I’d probably stop at that point then. 9700 is still a productive system, and should be good for video editing with its existing components once cooling is sorted and RAM is increased. IMHO anything more is entering ”might as well get a new computer” territory.

Sell the old system, and either a) continue to use the 2070. Still decent for 1080p, or b) sell the old GPU too, and with the proceeds and savings from being under 1k budget get a new GPU like the RTX 4070 Super/TI Super might be a good call, or AMD 7800xt. Then the system will be pretty strong on all fronts.

Edit: this will play most games at high/ultra at 1440p. Even newr AAA games.

Maybe try a blow out of the dust and a clean up of the crud built up on the fans.

Then a repaste of the cpu.

Upgrade the bios and mobo drivers if needed.

So far that's pretty cheap now do some testing to see if it made a diff.
