if over clocked to whatever and liquid cooled, will there be a bottleneck?

You will always have a bottleneck one way or the other either CPU or GPU, it really depends on the game, the settings, and the resolution you are playing at. At 4k resolution you will be limited by the GPU in most games, if you are playing at 1080p - the CPU will be your limiting factor but you should still have 80+ fps.

Your CPU is still top tier for gaming, best option is to overclock ( a CPU upgrade would only net maybe 5-10% performance and only in some situations).


Highly unlikely. Any modern i7 CPU should be able to supply more than enough muscle for a single GPU. It's when you get into multi-card solutions that you'll have more bottleneck concerns.

Sorry, an edit to add to this - faster CPUs might squeeze out a few more FPS, but generally, if you can achieve maximum details at 60+ FPS, you shouldn't have any worries about bottlenecks. Anything beyond 60 FPS in terms of performance doesn't significantly improve the gameplay experience, if at all.

Recommended cooling solutions? I have a huge custom case I made out of an old server so plenty of space for reservoirs and such.
 


Cooler Master Nepton series coolers are supposed to be among the best LC solutions right now. The 280L is the top model and should give you excellent cooling performance.
 


Will that fit my 3770k? Also, I have the maximus v formula so an open system system with a large reservoir would be cool.
 


The Nepton does have support for socket 1155 so you shouldn't have any issues with your CPU. I'm not too sure what's out there in terms of open systems these days but there should be lots of reviews out there that can guide you in the right direction :)
