Recently went through a pretty decent PC upgrade. Noticing an issue I noticed a while back with TF2 and with some other games. Im seeing an inclusion of microstutters. What feels like fracture of a second pauses. What makes matters really odd at least this time around Im not seeing any dropped frames, It holds 60-61 at all times with GPU load at around 70% at 50 C

The only thing my old build and my current build share is the same 60 HZ monitor.

my specs go as follow:
i7 9700K
Asus z390 PLUS Gaming (wifi)
Asus Geforce GTX 2060 SUPER (8GB)
16 GB Ballastix GAMING DDR 4 RAM (2666)
NZXT H700 Tower
DARK ROCK PRO 4
ASUS vN248 (60 HZ) monitor
SEASONIC GOLD PLUS 1000 W

Maybe I'm being crazy sensitive with the image, but its been driving me crazy. Consider what I spent on the build I would hope to see a game this age run without a hitch.

This appears to happen both online and off. Any help could be appreciated.

Solution
Ok so basically Your monitor is holding your pc back. So you can download Riva tuner, with or without Afterburner. In Riva Tuner it gives you the ability to limit fps in games. Try setting it at 75fps and see if that helps.
I tried with both Vsync on and off. It appeared to happen less with it off but still happen time to time. And when you say pre-drawn frame rates do you mean limits? Only settings I played with where in game settings where there sadly isn't any limits for FPS.

Its also worth noting I lied, I actually have an SSD drive from my old computer as well.
There are two, one of which is used a boot drive, the other stores all my games. they are both:

Unsure if SSD can have an effect on something like this.

Thank you for the reply

In Nvidia control panel, if you are up to date with driver, it says latency mode. Try setting that that to ultra low. Check in Nvidia control panel, change resolution line, that it matches your monitors resolution and frequency. Also can you post up your control panel 3d settings so I can take a look?

Some of these seem obvious to change. Some of the settings I think are due to my old 1080P monitor.

any ideas anyone has would be super helpful

I made adjustments to the low latency setting and power consumption. Currious about the other settings, I see these settings im games which I am allowed to turn on and off/ however I don't see "software controlled" setting by default on many of these. I wonder what effect thats having. And maybe even more curiouser if its blocking software, why and what controls what sets when the drivers are installed.

My rig is not king by any means but I consider it pretty beefy and more on the high end side. So I wonder what It sees as bottlenecks.

Negative lod bias is used when anistropic filtering is used, which is just about every game anymore. It just enhances the image quality a bit. Since your monitor is only 60hz, and your computer has no problem maintaining 60fps in any game it is better to keep it off. It allows your gpu to run at its fullest. My other question is do you use afterburner? You can tweak your gpu even more with that, along with controlling gpu fan speeds and displaying fps, temps, memory, power usage, etc if you so choose on screen. It may even help you more with getting rid of micro stutter. Also I see your monitor has eco mode to save power, make sure that is not on.

I've been using GPUTweek 2 and have a few different presets for overclocking. I didn't notice any significant difference. I try to put in on when I remember. I also read in a few places that TitanFall 2 itself is known for having odd frame pacing issues. Some games even with Vsync on like Forza Horizon 4 don't seem to show pacing issues.

I don't believe I ever updated the BIOS, so whats ever came stock on the board when I purchased it back in July.

Yeah I was worried about that, I've done a lot of research. All signs point to that, and having another member here confirm it. I've been digging through some possible monitor deals. I'll review limiting my GPU frame rate to see if it can be a stop gap, till I feel the need to take the plunge on a fancy new monitor.
