I got my first "to many cities" message while playing a single player PTW
game.
What gives???

There is -- and always has been -- a maximum number of cities you
can have on the map. It is 512 (as of the latest patch at least);
that includes all players, including AI cities.

Earlier game versions had smaller numbers for this limit.

512 has been the hardcoded Civ III limit. (It might just be 511 if
city #0 is used for a special purpose such as razing)

Civ II & SMAC had a 255 city limit. (#0 was a city in the process of
being destroyed.)

Note that some players actually hiting the too many cities message in
randomly generated huge maps early on was one of the factors that
resulted in an early patch downsizing the huge and large maps. (The
other was that the first version of large was only marginally playable
on those with systems at the min levels stated on the box.)

So those on randomly generated huge + least sea are advised to avoid
"Borging" to avoid hiting the too many cities limit and those making
their own maps that are huge and bigger than huge are advised to
ensure there are less than 500 city spots under tight city spacing.
(Can be done by placing more water and/or mountain and/or disallowing
cities in Desert and/or Tundra. Example: Middle Ages Conquest, it's
illegal to found cities in Desert and Tundra is impassible to all
units.)
