Tomohawk b350 vga and boot wont flash

Essentially my pc wont flash the vga or boot i have a ryzen 5 1400, gtx 1060 3gb, 8 gb hyper x ddr4 ram 2133, master lite 500w psu, 1 tb hdd western dig 64mb cache. So everything was running fine i booted everything ok for the past year but i recently went to the gpu nvidea settings and changed the color to full o-225 compared to limited

Btw i changed the gpu to a dif slot and the fans just constantly run compared to the other one
