tool to calculate FPS

Hey guys, pardon me if this is the wrong place to ask this (i am noob)

But is there a tool/software that tells you how much FPS you will get in a certain game based on your selected PC components and game settings?

The tool must answer questions like;
"i want to play BF4 on ultra @ 1080p 60fps on my future PC, what rig do i need?".
Or;
"what rig is required to play AC4at medium settings 60 fps at 4K?"
maybe even;
"I want to know how much FPS i will get on my current rig before buying a game"

I am not the only one with this problem since many people ask these questions too!

I checked Can You Run It and benchmarks on the internet. But those tools dont answer my question since they are not interactive and don’t scale my input/criteria (i cant play around with different configs and get fps data on a particular game)

Anybody know a tool that can pull this off?

http://www.game-debate.com is a PC game calculation site. Its showing you % up or down of CPU, RAM and Graphic card of almost all games performance. To see fps you have to premium. But its enough informative. You can choose game and select you CPU and Graphic Card first and then RAM and Resolution and shows you the performance of the minimun requirments settings of the game, GD Adjusted Graphic settings, AND Recommended. you'll just need 1000 dollar and then go to shop and buy a i7 skylake and NVidia GTX 970......that's all
