Toolbar Problem (Freezes)

Alright soo i have windows 10 pro on my SSD. For the past month ive been dealing with this issue. So the right bottom side is always crashing if that makes sense, and i cannot bring anything up from the toolbar. i cannot like change my output and input or bring up steam and such? i have to keep on restarting my pc to get it working. Then one hour later it crashes and i right click and it says reload but if i reload it doesnt get the toolbar to work anyways so reload doesnt work, and cannot use the toolbar? Also when im on google chrome and i bring my mouse pointer to the bottom the toolbar wont come up and overlap the internet. But it only doesnt come upp when i have internet up

Corrected some things in main topic thread above to make more sense. its starting to happen more often and its frustrating. Like right now i gotta restart my pc to get it to work so i can get origin to open or anything else in that matter. All i did was step away from PC for 25mins. it happens randomly
