Top of PC is really hot

My last pc broke a few months ago and i've just got a new one so i want to take good care of it, it is prebuilt so I thought everything would be fine as I built my last pc and that didn't last that long :/ everything is fine and it is a straight upgrade from my last pc but for some reason it has a slight struggle to play games which my last pc could play just fine (upgraded from gtx 680 to gtx 790) and the whole case is made of plastic and is quite cold except for the top of the tower is boiling, when i'm not playing a game the gpu temp is always 30, it maxed at 40 when I was playing fallout 4 so the actual temp of the inside is fine its just the very top above the gpu is boiling hot, it doesn't seem to have an effect on anything just I don't want to leave it too long and something go wrong, just wondering if its normal for the top if a tower to be hot while everywhere is cool, probably just cos heat rises and i'm over reacting :/ My fans are currently at 30% and go to 40% when i'm playing games, should i turn them up higher? also I don't know what case this is so i cant look it up as this was a present for me so I don't know the full specs yet but I have one power button the front of the case which has blue LED's on it which never change but on the top i have a smaller power button next to 2 switches that say (High-Low) and this button also had blue LED's but occasionally flashes red really fast when im playing games and after stays red,I cant work out why because the gpu temp is fine and my cpu usage is low I cant see a reason for this if it is a problem :/ thanks for the help :3 :)

Crank the fans up to 100% and see if the top of the case cools down. As you mentioned, hot air rises but to have a hot spot like that means the hot air isn't being removed from the case. That might not be a problem right now but it could become one when the ambient temperature gets higher. So you want to get this settled before that happens.

Since you didn't state the make or model of the computer it's impossible to say definitively what the switches and leds on top of the case are but the way you describe then they seem to be temperature indicators and the switches might be for raising the fan speeds. There should be something in the manual about them. Search the net for teh given make and model if you didn't receive one with the machine.
