Top portion of Chrome gets blacked out?

So i'll have Chrome minimized in the taskbar and when I click to maximize it, it looks something like this: . If i press ctrl+t and open a new tab, it goes back to normal and if i move the cursor over the black area it goes back to normal. I just wanna know WHY its happening and if there's a way I can fix it.

try disabling all the extensions and seeing if that makes a difference

check to see if flash is updated on your computer
