Question Toshiba Satellite fan does not run?

Fan stopped running on Toshiba Satellite C655D(-S5531) after disconnected 4 pin fan lead by mistake, while trying to fix a broken case (I think), about 8 months ago. Fan used to have very good air flow and would run when charging with computer booted. Now the fan does not run by itself anymore; no air flow from the exhaust and I can feel the temperature of the HDD get warm. When the HDD is warm, the system slows down substantially, leaving programs "not responding" or not accepting mouse input for 10 to 20 seconds at times.

One Toshiba forum suggested checking for a sense thermistor (on a 3 pin fan) to verify its operation; so I tried a heat gun on the fan while the system was running and the fan turns on, but does not have the high air flow it used to have.

Another post used SpeedFan to check the cooling system operation. When I installed SpeedFan, found 3 fans and 4 temperature sensors: HD0, Temp1, GPU and Core. Found the HDd0 temp show red about 50C, but fan does not turn on. Temp1, GPU and Core show red about 42C (but this varies), and still no fan speed nor air flow. SpeedFan documentation is a little terse for me, and it looks like the author no longer supports it. Appears SpeedFan does not allow direct fan manipulation (can't just turn one on).

Swapped out the fan and got the same results with the replacement fan; fan still does not run. Obviously there must be some other control for the fan that I am missing. Could this be a BIOS fault or motherboard fault? Any suggestion how to proceed would be appreciated.

DriverUpdate Utility suggests Realtek RTL8188CE Wireless LAN 802.11 Network Adapter and Standard AHCI 1.0 Serial ATA Controller are out of date. But Windows Update Driver determines the SATA driver is up to date. And the fan problem occurs whether or not it is in a wifi area. The fan problem also occurs in Linux flavors Debian and Ubuntu, which presumably use different drivers.
SpeedFan continues to show several temperature sensors at or near a 50C critical level (red flame icon) but all of the fans show 0 RPM. The fan may actually turn at a slow speed as I can hear a slight sound (either from the HDD or fan) and I can also feel some heat exiting from the exhaust port. The system response continues to degrade, with up to minutes at a time in a wait state (sometimes mouse frozen or unresponsive apps). Think it may be waiting for the HDD.
Does anyone have an idea about how disconnecting the fan connector from the motherboard could cause the fan to essentially stop? It used be noticably loud and have high heated exhaust flow.

Today SpeedFan is getting Temp1, GPU and core above 50 degrees centigrade (all with flame icon) after an hour at the library. Also getting really slow response times (several Notepad activations stacked one after another; all open when clearing desktop; also same for other apps). Yesterday it was only GPU, I think, and it fluctuated (> 50C flame icon, returned to green check mark < 50C). HDD used to be hot (> 50C, I could feel the heat from the case cover), but today it is 37C. The last time I took top cover off, the HDD cover was not seated and there is an air gap now. So it is cooling the HDD a little more. The fan does cool the HDD. One fan for the whole system, when it runs it draws the heat from the whole interior of the case.
You said "Download HWmonitor and show the temperatures send pics here" but where do I find the HWmonitor? Is this part of SpeedFan? I also suspect the HDD (not SSD) is overheating and causing scheduling delays (erratic performance, especially after some warm up time). But today the HDD registers a good temp, while other sensors are hot. My thought was it might be a motherboard problem, as the sensors seem to work, but the fan does not run (at least, not at full speed).

Hwmonitor is different software just google it and download, then test under load what you are getting on max temperatures for cpu cores , graphics card and hdd/ssd
Included Monitor data from CPUID HWMonitor after hour+ on library wifi. Can't see fan info and no breakdown for HDD (unlike SpeedFan). Don't know how to interpret all the data:

"Included Monitor data from CPUID HWMonitor after hour+ on library wifi. Can't see fan info and no breakdown for HDD (unlike SpeedFan). Don't know how to interpret all the data:

CPUID HWMonitor Report ... "

Took a screen shot of the HWMonitor page, but can't attach it to my reply. Is there a way to do this? The max temp I saw was 53C.

I don't really have any web site to put the picture on (sorry, I'm a little backward here). But I isolated the 3 temperatures from HWMonitor, and did another screen capture this morning:

THZN Assembly MK3275GSX GPU
20Nov20, 53C 39C 54C wo/vacuum on exhaust port
21Nov20 38C 23C 38C w/vacuum on exhaust port

I set up a vacuum cleaner hose next to the exhaust port and found noticeable drop in temperatures, versus the previous day without the vacuum sucking air out of the exhaust port. The system performance also improved, but still has some delays.
Looks like the problems would mostly disappear if I could get the fan to turn on. Any suggestions?

It has HWMonitor data from before I cooled the system with a vacuum and also using the vacuum to reduce temperatures. The vacuum did reduce temperatures, but performance still had lags. Also got HDD Monitor data with SMART and Butterfly read test. First butterfly read test (not shown) took a long time starting with a line of red (>500ms) before the response improved (gray and green).
Installed a replacement motherboard this weekend. Hoping it would allow the fan to run at full speed, but it doesn't. The MB is used and may have problems; version upgrade from 1.20 to 2.04 and does not boot from the one primary Win7 partition; it does boot from grub2 into Win10, Debian and Ubuntu. There seems to be more heat out of the exhaust port and the top case at the HDD is warm again. I have included screen shots with the replaced MB including HDD SMART and Butterfly read, as well as HWMonitor data.
I suspect you are correct about HDD dying, although I can't be positive until the cooling problem is fixed. The system response with the replacement MB is looks a little better, but I don't know how long that will last. Wish I could isolate the fan problem to make it run at full speed. Any advice?

Sorry, it has taken so long to get back with more information about the monitor data. When I installed the replacement MB, I lost the win7 boot; can only boot the win10 OS now.
I posted a 3 more images from HWMonitor (in HWM Comp folder).

They all show the whole window; ending w/AMD E-300 (which is partially cut-off). For all of these there are 3 temperature lines: at top for THZN, 1/3 down for Assembly, and about at the middle for GPU; the values for the replaced MB are 46C, 28C and 45C, respectively in the top image; 48C, 32C and 48C, respectively in the bot image. These screen shots were taken on separate HWMonitor executions, so they have different values. The 23Nov image has 50C, 37C and 53C, respectively. These earlier values were with the original MB, and show noticably higher temperatures.
There is fresh heat sink paste on the E-300 processor on the replacement MB. The exhaust port with the replaced MB feels warmer than it was with the original MB. But the fan still does not have noticable air flow. In fact I still can't hear it. Don't know what these temperature should be, as I have no idea where to check the specs for this MB. Why won''t the fan turn on at full speed anymore?
The HDD does seem slow; response time is significantly slower than it was even a year ago. The Butterfly read tests show most ops < 50 ms. I have no idea what seek time should be. How far out of expectations are these access times?

Replacing the MB did not restore the high heat and large fan output. Finally replaced the HDD with a SSD. Fantastic response. Win7 boots in 30s and Win10 in just over a minute; the scheduling delays are gone (USB mouse still a little erratic). The top cover over the SSD is now cool.
The HDD monitor read tests respond in less than the minimum (<5ms 99.9% of time; 148 > 5ms out of 150,000 < 5ms ); previously the range was 50..150ms. Also the HW Monitor shows temperatures of 40C, 33C and 40C for the THZN (assembly, CPU?), SSD and GPU (display?), respectively. The ranges before replacing the SSD were previously measured at 50..58C, 37..39C and 53..59C, respectively.
Unfortunately, the DVD stopped working. So I swapped the MB back to the original and the DVD still reports an error to windows and cannot be used. Wonder if swapping MBs and parts so much damaged the DVD. Think the replacement MB had a little better response; maybe some heat damage to the original MB, but not sure. Now the heat flows out the exhaust port increase at times (feels a little warmer), but the fan does not run at high output anymore. Suggests the SSD does not need the higher cooling that used to be demanded with the old HDD (before the HDD SMART possibly stopped working properly; if that was the cause of the change in the fan output).
Suspect the problems were mostly related to the HDD over heating. But the high heat exhaust and large fan output occurred mostly when I was charging the battery while using the laptop. Want to avoid that. After the fan output nearly stopped, the scheduling problems became acute. I suspect this is when the temperature control became inadequate for the system. Hope no other problems manifest.
