Toshiba Satellite Laptop won't move past start screen

I'm trying to reset my Toshiba Satellite laptop won't start windows. I've selected the reset feature and it took over 2 days to complete erase everything and start over. However, the Toshiba splash page will pop up when I turn it on and you'll see the cursor blink a few times and then when you think the windows will start, it doesn't do anything.

I am trying to simply wipe it clean and then reinstall windows. I've reinstalled windows but when I restart the laptop, the same as I've described above still happens.

Have you by chance tested to see if the Hard Drive is fine?

Stupid question, how would go about doing that? Because I'm able to use an external USB drive AND I burned a CD both with windows recovery and they work fine UNTIL I unplug things and attempt to have the laptop open on its own.
