Toshiba Satellite p875 turns itself back on

Im having a weird issue with this refurb at work. Everytime I shut it down in any way at all, it immediately powers itself back on. Wake-up on packets, shutdown wake, etc have all been disabled. Closing the lid, pressing power, etc should all shut it down. No matter what, it powers itself back on immediately. Anybody have any ideas? This is kind of stumping me.

If it does that when running off the mains adapter it usually means the mains adapter is faulty.
Of course, that theory goes out of the window if it still does it without the mains charger connected.
In that case I would be inclined to say it's a faulty internal board component.
