Totally nasty virus

So im not sure what happened but im fairly certain i've got a pretty nasty virus.

I am currently unable to download anything, access anything requiring admin status, windows defender has been turned off and I can not turn it back on. I can't complete any command prompts, nor can i boot into safe mode or reset windows.

When i try to boot into safe, using shift+restart, i get as far as the screen where it says to select using numbers but i can't do anything after that. Trying to reset windows through the control panel also doesn't work (simply can't click it), if i try through shift+restart, I can select it but then the screen simply goes black and can't complete the command.

I can currently access the internet and play games, but that seems to be it, I can't delete some files, where i suspect the virus is located, and I can't open malywherebytes, and Avast doesn't seem to be able to find it when i scan with that.

The prompts I get back not allowing me to access files or download are either the xxx.exe file location cannot be found (something along those lines) or It says I dont have admin access. I can also not access task manager, (ctrl alt del, nothing comes up)

Try using an off-line scanner like the Bitdefender Rescue CD to scan/clean your system. For directions to make one, go here:
