Hmm, peculiar, have you tried reinstalling your touch drivers?Also check device manager> human interface devices> and then you should see some kind of touch screen listed, right click it and tell me what the options are.
When I go to device manager there is no human interface devices list like there should be. Instead the drivers are listed under other devices and say "Atmel maXtouch Control", "Atmel maXtouch Digitizer", and "Unknown device" without a caution triangle symbol while the first two do. Uninstalling and restarting the computer does absolutely nothing as I have tried multiple times but like I said before the system restore restart allowed the touchscreen to work and I have tried multiple times to make sure. I have no idea what's going on
The fact that they aren't under human interface devices isn't exactly concerning but those Caution triangles, if red, are. just right click them and try disabling and and reinstalling them if you haven't tried that already. If there is an update driver option that should do something as well, This definitely sounds like a strange software glitch not hardware but it is possible that you digitizer just went funky. Since its showing up in device manager its probably physically fine, so if reinstalling/updating its drivers don't do anything i would try testing with another operating system. Ubuntu for instance works well for this sort of thing and you don't even need to install it. Just download The Ubuntu 17.10 Boot Image from:
https://www.ubuntu.com/download/desktop Then Move the whole thing onto a clean thumb-drive with 4GB+ of storage, then shut down your laptop and Boot it into BIOS, (Hold F2 down, click the power button and keep holding F2 until in BIOS screen) Once in BIOS use the arrow keys to navigate to the boot tab and select "boot order" it will open up a sub-menu that will have your hard drive, DVD drive and the thumb-drive, use the arrow keys to select the thumb-drive and use the +/- keys to bring it to the top of the sub-menu, press ESC and then F10 to save and exit. Start your laptop up with the thumb-drive still plugged in if it didn't start on its own, and let it boot into Ubuntu's Start menu. Once there select the option "try Ubuntu" with the arrow keys and it should boot into the Ubuntu desktop. Then just try out your touchscreen!
