Touchpad doesn't scroll in Windows Explorer, but does everywhere else

I have a Dell Latitude E6430 running Windows 10. I have the latest Dell Touchpad drivers. The two-finger scroll gesture works in every program except for Windows Explorer. If I use a wired mouse, however, the scroll wheel works in Explorer just fine. Does anyone have an idea why this might be?
