Transfering hard drive data

Hi! I'm going to be upgrading my current system soon and doing a fresh install of WindowsI10. And since my hard drive is failing I will need to transfer my data to a new one. If I clone or transfer the data to the new hard drive (which already has windows 10 installed) will I have a problem reinstalling windows on the new system?
I am upgrading my motherboard, CPU and ram.

You can't clone AND reinstall. One or the other.

You're building a new system.
This really needs a clean install.
Meaning the "clone" of your old drive is of no use. You cannot use it.

What you CAN do is save your personal data off to some drive.
Once the new system is up and running, copy that data over. Data, not applications.
