Transferring from USB 2.0 external HD to USB 3.0 external HD

I am about to transfer 15TB from old USB 2.0 drives to USB 3.0 drives. To be brief, is the following item what I need to transfer from the 2.0 drives at 3.0 speeds, is it some OTHER item I need, or is this just impossible? Thank you.

I should mention that I am using an HP Pavilion dv6000 laptop.

The 2.0 interface has a specific bandwidth that it can transfer data at. If it could run at 3.0 speeds, it wouldnt be a 2.0 device.

So what you're saying is that - while I can make adjustments on my computer (re: "this device can perform faster") - I will only be able to transfer data as fast as the slowest device...and an expresscard won't help. This is what I thought. Thank you.

If you would humor me: What is the express card I linked in my question FOR? I have read and read different product reviews, but can't seem to figure that out. I appreciate your almost immediate answer of my question, as it shifted my focus in my task of transferring so much data, and - of course - saved me the trouble of buying something I did not need. From what I can tell its a way of connecting more interfaces through the 34mm port on say a laptop.
I dont really see the purpose, for example it has 5Gb/s transfer speeds, but the USB 3.0 interface is only 480Mb/s
