I am running low on storage in my ssd boot drive and I would like the start up to be quicker and less bogged down. Is there a way that I can transfer the program files from my ssd to one of my hdds?

Solution
Agreeing with USAFRet on this one. Momentarily thought about an imaging but that would be way illogical to do, and wouldn't work properly.

You have a few options on this.
1)basic tweak up to boost your boot. Here's a good guide: https://lifehacker.com/top-10-ways-to-speed-up-your-computers-boot-time-5821865
Note that enabling quick boot may cause some trouble, especially with OS'es older that Win8.1 or on Legacy/MBR setup. You also may not be able to use your peripherals during boot according to what you chose there.

2)thinking of a full wipe. You know, best way to clean up is a format, I'm sure that you'll get a few seconds faster. A new format with a decent SSD boots up around 5-6 seconds with normal boot up settings.

No can do.
Moving programs to the other drive(even if you could) has no impact on your startup.
And if it did, it would be slower.

What size is your SSD?

512gb. its not super slow, its only about 10-11 seconds to boot, but I was under the assumption I could move some of that info over to one of the other hard drives to free up some space.

Yeah, I've moved almost all of my games to my HDDs. my SSD is still really full of various program files.

Programs, you can't just 'move'.
Stuff like video/music/downloads...sure.
But 10-11 secs to boot up? You're not going to get any faster, and still have a working system.

If you are to copy off your files, you'll have to reinstall programs. For Steam there's a handy tool which makes backing up and restoring a charm:https://www.overclock.net/forum/78-pc-gaming/969143-open-source-automatic-steam-backup-restore-tool.html#/topics/969143

Good luck
