So ive been experiencing weird choppy fps issues after installing my new graphics card. I decided to try boot into safe mode to use DDU and reinstall my drivers. But once i went through the start up options to access safe mode my pc is now stuck on the blue recovery screen showing the error 0xc000000e. It says press enter to try again, F8 for startup settings or F9 to use a different OS. But no usb ports have power on this, i cant use my mouse or keyboard. All the fixes ive read suggesting reinstalling windows from a CD or USB but I got a free copy of windows 10 way back, i also dont have a CD drive.
