Tried to install a new GPU, now my computer fails to boot correctly.

The graphics card I bought is an EVGA Geforce GT 610 1GB DDR3 low profile, and I took the steps to installing it that I remembered. Uninstall Intel display drivers, shut down computer, unplug everything and press the power button to make sure it has no more power, I then inserted the graphics card, closed the computer back up, and tried to boot it up. It shut down and booted back up a few times really quick, which I thought was supposed to be normal, but it turns out I had no display output on either the on-board graphics or the card. I removed the graphics card and turned the computer back on only to be on the same issue. I tried taking out the CMOS battery to reset BIOS and putting it back in after a few short seconds, but now my computer hardly starts up at all. The fans run but no lights, and there is no output from any ports. I'm scared now that I might have screwed up badly somewhere. I don't know where to go from this point.
