Things I have tried

Have 2 corsair vengeance removed one tried both in their own and tried different slots.

Tried without graphics card.

I'm thinking it could be my cpu so am here for confirmation.

Update your post to include full system hardware specs and OS.

Include PSU: make, model, wattage, age, condition.

Have you powered down, unplugged, and opened the case to ensure that all cards, cables, RAM, jumpers, etc. are fully and firmly in place?

Psu: corsair TX750M 750w less that 6 months old
CPU: i5-7500
GPU: Nvidia GTX 1060
RAM: corsair vengeance 2 sticks of 8GB not sure of exact model as I cant find the box
Motherboard: gigabyte B250M-DS3H

It's all less than 6 months old

Checked all jumpers, ram and card.

Has now moved into saying that no proper boot device. Could be a sata port that has broken ?

Just remembered that I am still using my old ssd as a boot device with OS on so am going to try install windows on my other one. Will post an update here after trying.

Thanks for the help so far.

Solution
Be sure to check the motherboard's User Guide/Manual regarding the installation of a new drive.

Take the opportunity to verify all installed device connections and configurations (BIOS) as well.

Do not just start installing. Have a deliberate plan in mind and go step by step.

Pay attention to any error messages, pop-up windows etc.
