Question Trouble Getting 9800X3D

I am helping a friend in Taiwan upgrade a PC, and his use case is gaming most of the time, as well as some creation, and he plans to replace his old 5700X with a 9800X3D. However, we have one critical problem:

The most popular retail stores have a strict limit: Those wanting to buy a 9800X3D are required to buy the entire bundle of PC components, and some of them explicitly require a X870 motherboard to qualify for the purchase. At this moment, buying the 9800X3D alone from them is not allowed. My friend do not even have a need to upgrade his components, not to mention it burns his wallet.

Do you have similar policies in wherever you live? What is your get-around to get your hands on one?

New MoBo is a must. So, what the issue is?

Checked my local stores and no limitations for me. I can get R7 9800X3D in 6-9 business days (shipping time).

As for your limitation, this is due to the short supply of R7 9800X3D CPU, which is the best gaming CPU out there and everybody are after it. Since Taiwan is #1 tech country in the world (TSMC), it figures that you can't get one as is.

What is your get-around to get your hands on one?
No limitations for me. But if there even would be, i'd get the CPU-MoBo combo, since new MoBo is must with that CPU, especially when running AM4 CPU.

Another option would be selling the MoBo afterwards, when combo doesn't include the MoBo i want.
