Trouble Installing Windows 7 (Stuck on Starting Windows)

Hi I'm having some trouble trying to to install Windows 7 on my Acer Laptop, which currently has Windows 10 installed on it. I'm trying to install it on my SSD from an ISO file but the problem I run into is the installation hangs on the "Starting Windows" screen. I've read similar threads with this issue but haven't been able to come up with a solution.

Things I've tried:

UEFI and installing on GPT SSD ---> Installation hangs on starting Windows. Tried installing from Virtual CD, main HD and from the SSD.

Disabled UEFI and ran on Legacy Mode with MBR SSD ----> No bootable devices found even though I put the boot files (and the install files) on my SSD and made it the active partition.

So I guess my question is, is it possible to boot from an SSD that has boot files on it in Legacy Mode? Is there any other workaround to the UEFI issue where Windows 7 wants to hang on that "Starting Windows" screen? I've tried a lot of different software in efforts to make this work but nothing has solved the issue so far.
