Question Trouble Starting Up

I am having trouble starting my laptop. I am not computer illiterate, but am far from an expert. I have a Dell XPS 15. Whenever I start my laptop it comes to the Dell screen where I can access Bios/Motherboard, but it will not find the OS (Windows) on the first startup. I have to hard shutdown the laptop, then on the second try it will always find and load the OS normally. Never the first time, always the second! I thought it may be some loose cables to/from the motherboard, but I ruled that out pretty quick since it always is on the second try.

I have some ideas, but would like to get some expert opinions. Everything is stock on the laptop.

There is known issue with a Dell BIOS and IRST updates from late 2019 that primarily affected the XPS 9560 and caused your exact issue. Some questions:

Is it a 9560?

Have you always had the issue? If No, do you know, or can guess, about when it started?

Do you have the same problem when resuming from sleep? from hibernation?

I may have some additional info, depending on your answers.
