Trouble with new storage devices

Basically I have plugged in two new storage devices into my computer 1 hard drive and 1 ssd, and I have an m.2 that is detected and another 500gb ssd that is also detected but the other 2 devices that are new don't show up in bios or on device manager, I have tried new sata cables and power cables and I have also purchased a brand new motherboard and the same problem has occurred. Would the storage devices possibly be dead? If so why because they are brand new

Storage devices that work- SSD 860 500GB EVO SAMSUNG plugged into sata 2
M.2 970 500GB

Storage devices not working-
Kingston 240gb SSD plugged into sata 3
Seagate 4 tb hard drive plugged into sata 4

What board? Using the M2 slot usually disables a couple of SATA ports.
