Trouble with windows and R7 370, error code 43

I just did another custom build today for a friend, and it was coming along great. I got everything working, windows was good, the build is good, all works. And then I went for some benchmarks. 1 fps in the forest WTH. I checked device manager, and it says (error code 43). I look it up, saying something about windows and something wrong with the graphics card. I installed the drivers, and still nothing. I have no idea what to do, I have never experienced this issue before. Please help. Thanks!

Need full specs including power supply brand and model. All new parts? Try older AMD drivers also. Code 43 often shows up with a power issue or a video card issue.

Used parts so either the video card or the power supply are likely to be the issue. Test the card in a system with a good power supply, see if it works there.
