Troubleshooting building a PC

Hey guys, newbie here, please don't mind.
I am trying to fix my brother's computer, which powers on, but nothing is showing on the monitor. Since his case was a mid-tower and hard to fidget things around, I bought a new full-tower, and a new motherboard, thinking it was probably the motherboard.
However, that has not solved the issue either. So now I am guessing it is the graphics card. Checking up on everything with the case opened, everything powers up fine, and the graphics card also powers up(the fans are spinning on it are spinning). I have tried both the DVI and HDMI ports, as well as outputting to a monitor and TV. Nothing so far has worked. Can you please help before I spend even more on a new graphics card! Thanks!

But if it were the CPU it should boot into the mobo's bios. If putting the graphics card in another PC is not a option you could buy a cheap card off amazon and test it, then send it back when your done with it.

Try the graphics card in your pc, but it could could very well his graphics card. I had a very similar problem about a year ago with my gtx 660, fortunate enough I had on-board graphics so I could test it quickly.

But to me it does sound like it is the graphics card.

Thank you. The only other thing I can think of would be the CPU.
And the FX-8350 doesn't have an APU, so looks like I'll have to get a new graphics card.
