Troubleshooting new board. Odd Hybrid Industrial HTPC mobo qm67 - How do i power this thing? Stumped..

I just purchased this board off ebay, for HTPC
I got this because i wanted to use one of the many mobile I7 chips i have laying around.
Im getting no signs of life during becnhtest

My problem is,i cant find the power or on/off pin for power switch, or i'm using the wrong one.
Also, i guess since ive never had this type of board, i dont understand what power it needs...
it only has a 4pin 12v dc and spec sheet states to use ATX. Could all this require is a 4 pin?

ive tried a couple variations using a 400w corsair psu the whole time
of course ive left in the 4 pin power in because i know the psu is solid.
ive tried different positions for the power on/off pin

I also have a corsair 6gb/s 90gb SSD attached using power and sata plug.
I have a single 4gb 1333 ram stick was taken from a working notebook, and tried both slots.
processor i have in, is an I3-2310m ,nothing crazy..also just tested on other pc.


the cpu fan is what i am using to determine if its powering on or not because i dont see a power light anywhere. with any variation i use, the fan has yet to move. and im getting no signal through hdmi to my tv whatsosever.

Ive built and repair hundred of computers,but nothing like this.

Any ideas?

Yeah managed to find that. I'm assuming that's where I put the power on/off wire just like any motherboard. But which one do I connect it to? The first or last set?

I've tried every one in cn4 still no signs of life!

Which cn4 pins do I use?
Is the 4 pin 12v coming directly from psu enough to power this?

I just purchased this off of ebay and have no luck with power.

Did you get it powered up at all??
