TroubleShooting New GPU

I've installed a new video card and my computer does not go past the first screen where you press F2 or F9 to enter bios. It stays frozen on that screen, and then moments later a beep comes from the mb. My mb manual gives 2 beep options. 3 consecutive beeps for not detecting cpu or 1 long and 8 short beeps for not detecting vga. My beeping seems like it would go on forever, I've counted 20 and then just shutdown. The computer is running during all this just not starting up, the video card's fans start but then quit. When I place the old video back in it works fine.

I was hoping it was a psu issue, so I went from 550w to 750w but still no luck. Now I'm thinking my motherboard might be to old. I can't return this card because I put off installing it and now I'm past due the return date.

the ME Config is 8.0.x.x something, and that last link I posted said if so download this stuff and it relates to windows 8, and I have 7.

your BIOS ME version is lower than 8.1.X.X. Please find the CPU EVO via http://www.ecs.com.tw/extra/ECS_win8/win8_bios.html to update your BIOS first.
After updating this BIOS, you only can flash newer versions afterward.
Please DO NOT flash back older version BIOS, it will cause your system to crash.

you need to update your bios to the latest version. Doesnt matter if you only have windows 7 you still need your bios updated. This is causing a conflict and most likely the problem

Yes I have version 8.0.0.1351. Step 2 of that process shows shutting down a circuit with a jumper. I have no idea how to do that. Is there a way around that?
