I went to upgrade to a lga 1366 x5670 cpu for the six cores and slightly faster speed because there is no OC on my board. After installing CPU nothing happens PC will not even boot bios

Since that is an HP motherboard, it only supports a limited set of CPUs -- https://support.hp.com/us-en/document/c01901210

To support a Xeon X5670 you will have to mod the BIOS at a minimum.
