Trying to decide of budget gaming PC vs PS4/Xbox One

The is the build I'm thinking of going with - http://uk.pcpartpicker.com/p/gGY7Jx

1. Firstly, is this build all compatible, and is there any ways I could improve it?? (or lower the price without affecting performance)

2. Also, I want to know how this build compares to the consoles.

3. If the i3-4160 bottlenecks the R9 280

4. Whether this build will run most modern games on at least medium settings at 60 fps (namely, The Witcher 3 and GTA V)

no idea, as the item weight for the first one is labeled as 998g and the 2nd one labeled as 100g, I'd probably go with the 2nd one lol, also considering the 2nd link is #20 in Processors on Amazon
the i3 can handle gaming at medium, yes you won't have to worry about bottlenecking, and when the i3 won't be able to handle the games anymore you can upgrade to an i5 or an i7 without swapping out boards, as all three (i3, i5, and i7) run off the same chipset

The r9 280 is a solid budget card also, will run games fine on medium to high settings, also may want to consider the r9 380, the new refresh of the r9 280.

And lastly, the build is solid and compatible with each other
 


Would the R9 380 2GB be better than the R9 280, even though it has 3GB vram, or is it only worth getting the 380 with 4GB?
 
These PC vs Console questions are tough to answer. PC is better when on the higher end, consoles are guaranteed to work as long as the game is made for the console it will work 100% of the time.

I personally have a PC and an XBONE, i play both and enjoy both.

If you have little kids at home and they will play console is 100 better.

There's a middle ground, you need to have a PC at home so that's a given, you can maybe play certain games you like on the PC, games that don't come on the console, but play all AAA games like GTA or Witcher 3 on the console because you need i powerful PC to run those.

Also i feel like XBONE is much better than PS4, in every aspect, from games looking better to the way controller feels.
